Know the Rules for Your Move in Hong Kong
Hong Kong is a Special Administrative Region (SAR) of China with its own legal system and regulators. Moving rules here are separate from mainland China’s and are set out on their own pages.
Before you rely on this
Hong Kong does not license moving companies as goods-transport operators. There is no company-level test of good repute, financial standing, or professional competence of the kind used in the EU, the UK, or mainland China. Instead, a mover registers as an ordinary business, and the regulatory weight sits with the vehicles: each goods vehicle must be registered, licensed, insured, and examined every year by the Transport Department. These vehicle requirements fall on whichever company operates the vehicles; where a mover subcontracts the transport, the carrier performing it holds them. Moves by road into mainland China add a separate cross-boundary permit system. Always confirm current requirements directly before hiring a mover.
What kind of question is it?
Every business operating in Hong Kong must register with the Business Registration Office of the Inland Revenue Department within one month of starting. Companies are incorporated with the Companies Registry. Neither is a moving-specific licence.
Hong Kong SAR →Each goods vehicle must be registered and licensed with the Transport Department, examined before registration, and examined for roadworthiness every year after that. Third-party motor insurance is reported to be required for every vehicle. These apply where the mover operates its own vehicles.
Covered within the Hong Kong SAR pageNo single consumer protection law applies. Protection comes from several separate ordinances (laws passed by Hong Kong’s legislature), including the Trade Descriptions Ordinance and the Unconscionable Contracts Ordinance. The Consumer Council mediates disputes.
Covered within the Hong Kong SAR pageHong Kong vehicles driving into Guangdong Province need a quota under a system run jointly by the Guangdong and Hong Kong governments, approval from the mainland authorities, and a Closed Road Permit from the Transport Department limited to approved boundary crossings. These attach to the company operating the vehicle.
