International: Hong Kong SAR

A cross-boundary vehicle quota and Closed Road Permit are required for any Hong Kong vehicle that drives into mainland China. They apply to whichever company operates the vehicle.

Regulated byHong Kong goods vehicles crossing into Guangdong Province must hold a quota under a system run jointly by the Guangdong and Hong Kong governments. They also need an approval notice from the Guangdong Provincial Public Security Department and a Closed Road Permit from the Hong Kong Transport Department, valid only at the boundary crossings named in that approval. No separate Hong Kong licence was identified for international moves by sea or air.

Cross-Boundary Vehicle Quota
Required where the mover operates its own vehicles into mainland China. Hong Kong vehicles entering Guangdong Province are subject to a quota system agreed and jointly administered by the Guangdong and Hong Kong governments. A quota attaches to a specific vehicle and company, not to the moving industry generally.
Mainland Approval Notice
Required where the mover operates its own vehicles into mainland China. The quota holder must first obtain an electronic approval notice from the Guangdong Provincial Public Security Department. For goods vehicles under the regular quota, the Transport Department’s application checklist also asks for a valid commercial contract with a mainland company and that company’s business licence.
Closed Road Permit
Required where the mover operates its own vehicles into mainland China. After mainland approval, and once the vehicle is registered and licensed in Hong Kong, the Transport Department issues a Closed Road Permit. The permit is valid only at the boundary crossings approved on the mainland approval notice. Each designated driver must hold a full Hong Kong driving licence for the vehicle class.
Who needs these authorizations
The company operating the vehicle. A mover that drives its own vehicles across the boundary needs them directly. Where a mover hands goods to a separately authorized cross-boundary carrier, the carrier’s own authorizations cover the transport it performs, and the mover should use carriers that hold them.
International moves by sea or air
No separate mover-specific transport licence was identified beyond the domestic business registration and vehicle requirements.
Insurance
No Hong Kong rule requiring movers to insure customers’ goods on international moves was identified in this research. Customers should ask what protection, if any, is offered. This is separate from the motor insurance that applies to each vehicle.

OverviewOverview & Scope

A household goods mover operating only within Hong Kong needs the business registration and vehicle requirements on the Hong Kong SAR page. Moves by sea or air add no separate Hong Kong transport licence for the mover itself. Road moves into mainland China are different. Although Hong Kong is part of China, it is a separate administrative territory, and vehicles crossing the boundary into Guangdong Province are tightly controlled. The number of permits is limited by a jointly administered quota. Each vehicle needs mainland approval, Hong Kong registration and licensing, and a Closed Road Permit tied to specific crossing points. Many movers therefore use a cross-boundary carrier that already holds these authorizations rather than applying for their own. In that case, consumers and corporate clients should ask the mover which company will carry their goods across the boundary.

RegistrationRegistration & Compliance Essentials

Movers that drive their own vehicles between Hong Kong and mainland China must:

  1. Hold a cross-boundary quota under the Guangdong and Hong Kong quota system.
  2. Obtain an electronic approval notice from the Guangdong Provincial Public Security Department that reflects the type of application being made.
  3. Obtain a Closed Road Permit from the Transport Department for each cross-boundary vehicle, using only the boundary crossings approved on the mainland approval notice.
  4. Ensure every designated driver holds a full Hong Kong driving licence for the vehicle class.

Movers that subcontract the cross-boundary carriage must:

  1. Use carriers that hold the licences required for the transport they perform.
