At a glanceRequirements at a glance

Business Registration Required
Yes
Yes. A Business Registration Certificate (BRC) from the Inland Revenue Department is mandatory for nearly all profit-making businesses in Hong Kong, and must be obtained within one month of starting a business. Companies are also incorporated with the Companies Registry. Neither confers a goods-transport-specific licence: they establish the business’s legal existence and tax standing only.
Goods-Transport Operator Licence
None. As in Singapore, Hong Kong does not require a company-level goods-transport operator licence with a good-repute, financial-standing, or professional-competence test. This is a different regulatory model from the EU-derived systems used in Germany, France, and the UK, and from mainland China’s Road Transport Business License. Compliance is achieved through business registration plus the vehicle-level requirements below.
Vehicle Registration and Licensing Required
Yes, where the mover operates its own vehicles. All motor vehicles, goods vehicles included, must be registered and licensed with the Transport Department before use, classified by type (e.g., light goods vehicle). Where a mover subcontracts the transport, the carrier operating the vehicles holds these, and the mover should use carriers that hold the licences that transport requires.
Annual Mechanical Examination Required for Goods Vehicles
Yes, where the mover operates its own vehicles. Unlike private cars (which are examined only once they reach six years old), goods vehicles and other commercial vehicle types are examined before registration and then every year.
Third-Party Insurance
Reported as required for every registered vehicle under the Motor Vehicles Insurance (Third Party Risks) Ordinance; this has not yet been re-verified against the Ordinance for this page.
Consumer Protection
General, not moving-specific. Hong Kong’s consumer protections are reported to come from separate ordinances rather than a single consolidated statute: the Trade Descriptions Ordinance (false trade descriptions, misleading omissions, and other unfair trade practices in the supply of goods and services), the Unconscionable Contracts Ordinance (courts may refuse to enforce unfair contract terms against a consumer), and implied terms under the Sale of Goods Ordinance and the Supply of Services (Implied Terms) Ordinance. These references are being re-verified.
Consumer Complaints Body
Consumer Council. A statutory body that mediates consumer disputes and can publicize non-compliant traders.
Industry Association
None dedicated. There is no Hong Kong-specific household-moving trade association. The Hong Kong Association of Freight Forwarding & Logistics (HAFFA) is an established body, but it is focused on freight forwarding and logistics generally rather than household moving.

OverviewOverview & Scope

Hong Kong’s regulatory model for movers is structurally closer to Singapore’s than to mainland China’s or the EU-derived systems used in Germany, France, and the UK: there is no company-level goods-transport operator licence requiring proof of good repute, financial standing, or professional competence. A moving company registers as a normal business (Business Registration Certificate plus, for companies, incorporation with the Companies Registry), and the regulatory weight sits at the vehicle level through the Transport Department. Every goods vehicle must be individually registered and licensed, and goods vehicles undergo annual mechanical examination from the point of registration, a stricter standard than the six-year grace period given to private cars. These vehicle obligations fall on the company operating the vehicles: where a mover subcontracts road transport, the carrier’s own registrations and licences cover the transport it performs.

On the consumer side, Hong Kong’s protections come from a set of separate ordinances (Trade Descriptions, Unconscionable Contracts, Sale of Goods, Supply of Services) rather than one consolidated statute, reflecting Hong Kong’s common-law heritage. There is no household-moving-specific trade association in Hong Kong.

RegistrationRegistration & Compliance Essentials

Company licensing

  1. Obtain a Business Registration Certificate from the Inland Revenue Department within one month of starting the business.

Vehicles and drivers (where the mover operates its own vehicles)

  1. Register and license every goods vehicle with the Transport Department, classified by the appropriate vehicle type.
  2. Have every goods vehicle examined before registration and every year after that.

Subcontracted transport

  1. Where transport is subcontracted, use carriers that hold the licences required for the transport they perform.

Customer practices

  1. Deal honestly with consumers: Hong Kong’s ordinances on trade descriptions, unconscionable contracts and implied terms (described above, pending re-verification) govern marketing, contracts and service quality.

Hong Kong vehicles driving into Guangdong Province need a quota under a system run jointly by the Guangdong and Hong Kong governments, approval from the mainland authorities, and a Closed Road Permit from the Transport Department limited to approved boundary crossings. These attach to the company operating the vehicle.
