International: Qatar
A mover’s own international authorisations depend on how it moves goods: Ministry of Transport (MOT) licensing and insurance for cross-border road transport with its own trucks, and an MOT sea freight forwarder licence where it acts as the forwarder for sea shipments
Regulated byThis page covers what a mover itself must hold for international relocations to or from Qatar, beyond the domestic Commercial Registration, MOT land transport licence and vehicle operating cards covered on the Qatar page.
OverviewOverview & Scope
Most household moves to and from Qatar travel by sea or air, with some by road across the land border with Saudi Arabia. What the mover must hold depends on its role.
Cross-border road transport with its own vehicles. Law No. 8 of 2019 Regulating Land Transport requires an MOT licence for land transport activity, and its 2024 executive regulations (Minister of Transport Decision No. 13 of 2024) distinguish domestic from international land transport. A mover operating its own trucks across the border should confirm that its MOT licence covers international land transport. The law also requires international road transport operations to be covered by an insurance policy from the beginning to the end of each trip. A vehicle not registered in Qatar needs an MOT permit, coordinated with the customs and traffic authorities, to enter the country empty or to carry goods within Qatar.
Sea freight forwarding. A sea freight forwarder is a company that arranges the carriage of goods by sea for its customers. MOT issues sea freight forwarder licences under Law No. 12 of 2012 Regulating the Practice of Services of Maritime Shipping Intermediaries. The licence is valid for one year and renewable. A mover that acts as the sea freight forwarder for shipments to or from Qatar should hold this licence where applicable. Where a mover hands the sea leg to another licensed forwarder or carrier, that company’s licence covers the service it performs.
Air freight. This research did not confirm a separate MOT licence requirement for a mover arranging air freight. Ask MOT directly.
RegistrationRegistration & Compliance Essentials
Movers must:
- Maintain the domestic requirements covered on the Qatar page (Commercial Registration, and the MOT land transport licence, vehicle registrations and operating cards where the mover operates its own vehicles), where they apply.
- For cross-border road transport with the mover’s own vehicles: confirm the MOT licence covers international land transport and insure each international trip from start to finish.
- For foreign-registered vehicles the mover operates entering Qatar empty or carrying goods within Qatar, obtain the required MOT permit.
- For sea shipments where the mover acts as freight forwarder, hold a valid MOT sea freight forwarder licence and renew it before expiry.
- Where the road or sea leg is subcontracted, use carriers and forwarders that hold the licences required for the transport they perform.
