ERAA, the same association that issues the domestic Community Licence, also issues bilateral and CEMT permits for road transport beyond the EU
Regulated byERAA issues bilateral road transport permits for non-EU destinations and CEMT (multilateral) permits; the CMR Convention, which Estonia has ratified, explicitly excludes furniture removal from its scope, so Estonian domestic transport-contract liability continues to apply to household-goods moves

- The Community Licence Already Covers EU-Wide Transport
- Yes
- Yes. As covered on the Estonia page, a mover holding the ERAA-issued Community Licence is already authorized for both domestic transport and international transport within the EU. No additional vehicle licence is needed for that traffic specifically.
- ERAA Issues Bilateral Permits for Non-EU Destinations
- Yes, where the mover operates its own vehicles to those destinations. For international road transport to countries outside the EU where a permit is required under a bilateral agreement, ERAA issues these permits directly, with validity periods of either one calendar year (green annual permit) or 30 days (yellow short-term permit, not valid for transport within Austria).
- ERAA Issues CEMT (Multilateral) Permits
- Yes. For international road transport within the CEMT multilateral quota system, ERAA is the issuing body, following the same pattern as bilateral permits.
- Domestic Liability Law Continues to Apply: CMR Does Not Cover Furniture Removal
- Yes. Estonia has ratified the CMR Convention, which generally governs international road carriage, but Article 1(4)(c) of the Convention explicitly excludes furniture removal from its scope, as confirmed in the Convention’s own text and by UNIDROIT (its custodian body). An international household-goods move therefore does not automatically fall under CMR’s liability limits or consignment-note requirement; Estonian domestic transport-contract liability continues to apply by default.
OverviewOverview & Scope
For EU-wide road transport, Estonia’s Community Licence, issued by ERAA, already covers the international leg, consistent with the domestic page. For destinations outside the EU, the same institution issues the relevant permits: bilateral permits (annual or 30-day) for countries with a bilateral road transport agreement, and CEMT permits for the multilateral quota system. These permits attach to the company operating the vehicles; where a mover subcontracts the cross-border carriage, the carrier’s own licences and permits cover the transport it performs.
On liability, Estonia’s ratification of CMR doesn’t change the outcome for a household-goods move, since CMR explicitly excludes furniture removal from its scope; Estonian domestic transport-contract liability continues to apply by default.
RegistrationRegistration & Compliance Essentials
Movers that carry goods across borders in their own vehicles must:
- Hold the Community Licence (issued by ERAA) for EU-wide international road transport.
- Apply to ERAA for the applicable bilateral permit for non-EU destinations requiring one, choosing the correct validity type (annual or 30-day, noting the 30-day permit’s Austria exclusion), or a CEMT permit where operating under the multilateral quota system.
All movers handling international furniture-removal moves must:
- Contract on terms that comply with Estonian domestic transport-contract liability law, given CMR’s furniture-removal exclusion, rather than assuming CMR governs because Estonia ratified the Convention.
- Where transport is subcontracted, use carriers that hold the licences required for the transport they perform.
