Know the Rules for Your Move in Estonia
A remarkable institutional arrangement: Estonia’s Community Licence for goods transport is issued not by a government ministry, but by a private industry association legally delegated that authority.
Before you rely on this
Estonia licenses goods transport for hire and reward (vehicles over 3,500kg) under the EU Regulation 1071/2009 framework, but the Community Licence itself is issued by ERAA (Eesti Rahvusvaheliste Autovedajate Assotsiatsioon, the Association of Estonian International Road Carriers), a voluntary industry association founded in 1991, rather than a government transport ministry. This delegation is explicitly established in Estonian legal instruments, not an informal industry practice. The licence applies to the company operating the vehicles. Vehicle registration and roadworthiness are handled separately by the Estonian Transport Administration (Transpordiamet). Always confirm current requirements directly before hiring a mover.
What kind of question is it?
