Finland licenses goods transport through Traficom, with a precise weight-based tier structure: no requirement below 2 tonnes, a lighter company-specific notification (not a full licence) for domestic transport in the 2.5 to 3.5 tonne range, a distinct “light goods transport licence” for international transport in that same range (introduced in 2022 under EU Mobility Package reforms), and the full goods transport licence for anything over 3.5 tonnes. A current geopolitical condition applies within this licensing process: Traficom will not grant a licence to an operator with more than 25% Russian or Belarusian ownership, under EU sanctions rules phased in during 2024.
These requirements attach to the company operating the vehicles. Where a mover subcontracts road transport, the carrier’s own licence covers the transport it performs, and the mover should use carriers that hold the licences that transport requires.
On the consumer side, the FCCA administers general policy, backed by a free but non-binding Consumer Disputes Board.
