Know the Rules for Your Move in Saudi Arabia
A single national licensing system, run by the Transport General Authority, with a licence for the company and an operating card for every vehicle.
Before you rely on this
Saudi Arabia licenses goods transport nationally, through the Transport General Authority (TGA); there is no province-by-province system to navigate. In 2025 a new Land Transport on Roads Law and new TGA regulations replaced the earlier rules. A mover needs Commercial Registration for the activity it performs. A mover that operates its own goods vehicles needs a TGA goods transport licence, and a mover that arranges goods transport through other carriers in its own name needs a TGA brokerage licence. Where transport is subcontracted, the carriers’ own licences cover the transport they perform. To keep a goods transport licence, the company must hold current social insurance (GOSI), Zakat and, at renewal, Saudization certificates. Each vehicle it operates needs a TGA operating card, insurance, inspection, and drivers with professional driver cards. Always confirm current requirements directly before hiring a mover.
What kind of question is it?
Commercial Registration (Ministry of Commerce) plus a TGA licence for any goods transport activity the company itself performs, with an operating card for each vehicle it operates.
Saudi Arabia →TGA requires a valid GOSI certificate to license a company to operate goods vehicles, and a valid Saudization certificate (which depends on meeting Nitaqat hiring ratios) to renew it.
