International: Dominican Republic

A mover that arranges international moves as a freight forwarder falls within INTRANT’s register of logistics actors. Haitian-registered trucks entering the country need an INTRANT temporary permit.

Regulated byRegistration in INTRANT’s National Register of Logistics Chain Actors for freight forwarders and cargo agents, under the Cargo Transport Regulation, Decree 258-20 (2020); a temporary INTRANT cargo permit and Haitian vehicle identification code for Haitian-registered goods vehicles entering the Dominican Republic; domestic operator, vehicle, and insurance requirements for the road leg

Separate International Operator Licence
None found. The Cargo Transport Regulation applies to both national and international cargo services, and no separate international tier of operator licence was identified. The Dominican road leg of an international move is subject to the same INTRANT operator, vehicle, driver, and insurance requirements as a domestic move.
Freight Forwarder Registration (Logistics Chain Actors)
Required where applicable. The Cargo Transport Regulation sets up a National Register of Logistics Chain Actors (Registro Nacional de Actores de la Cadena Logística), kept by INTRANT. The actors listed include cargo agents, transitarios, and freight forwarders: companies that arrange transport on a customer’s behalf rather than, or as well as, operating vehicles. The Regulation allows a freight forwarder to act as an intermediary in a contract of carriage. A mover that arranges the international transport of household goods in this way falls within the categories the Regulation lists. Detailed registration requirements are set by INTRANT’s register rules rather than in the Regulation itself.
Multimodal Transport Operator Registration
None found. No Dominican law requiring separate registration as a multimodal transport operator was identified. The Cargo Transport Regulation lists multimodal services among the forms of cargo transport it covers.
Land Border with Haiti: Haitian Trucks Entering the Dominican Republic
Required where applicable. A Haitian-registered goods vehicle entering the Dominican Republic with cargo must meet the Cargo Transport Regulation’s requirements and obtain a temporary cargo permit, requested and issued electronically by INTRANT. The permit is valid for up to 10 working days or until the vehicle leaves the country. The vehicle must first be registered with INTRANT to obtain a Haitian Vehicle Identification Code. Driving without the permit is subject to a fine and detention of the vehicle until the permit is produced.
Land Border with Haiti: Dominican Trucks Entering Haiti
No Dominican cross-border licence was identified for Dominican operators driving into Haiti. Haitian entry and operating requirements apply on the Haitian side and are not covered here. Conditions at the border can change at short notice; confirm current arrangements before planning a road move.
Foreign Ownership and International Moves
No restriction found. The Foreign Investment Law (Law 16-95) does not list transport or logistics among the sectors closed to foreign investment.
Insurance
The operator’s contractual and non-contractual civil liability insurance and the compulsory motor insurance described on the Dominican Republic page apply to the Dominican road leg, for the company operating the vehicles. The Regulation describes goods-in-transit insurance as separate from the operator’s own liability cover. No rule was found requiring movers to insure customers’ goods for the international portion of a move, so customers should ask what protection, if any, is offered.

OverviewOverview & Scope

A household goods mover operating only within the Dominican Republic needs the INTRANT registrations and other domestic requirements on the Dominican Republic page. For international moves, which from an island country are almost always by sea or air, the Dominican Republic does not appear to impose a separate international operator licence or a multimodal transport operator registration. The main addition is INTRANT’s register of logistics chain actors, which lists freight forwarders and cargo agents alongside truck operators; a mover that arranges international transport for its customers falls within those categories. The one land border, with Haiti, adds a specific rule for Haitian-registered goods vehicles entering the country: a temporary INTRANT permit and registration for a Haitian vehicle identification code. Customs clearance at ports, airports, and the land border is a separate matter covered in Country Guides.

RegistrationRegistration & Compliance Essentials

Company licensing

  1. Where the mover acts as a freight forwarder or cargo agent, arranging international transport on the customer’s behalf, register with INTRANT in the National Register of Logistics Chain Actors.

Vehicles and drivers (where the mover operates its own vehicles)

  1. Meet all domestic requirements on the Dominican Republic page for the Dominican road leg.
  2. For road moves from Haiti using the mover’s own Haitian-registered trucks, obtain the INTRANT Haitian Vehicle Identification Code and a temporary cargo permit for each entry.

Subcontracted transport

  1. Where transport is subcontracted, use carriers that hold the licences required for the transport they perform.
