At a glanceRequirements at a glance
- O-Licence Required
- Yes
- Yes, where the mover operates its own goods vehicles. Operating a qualifying goods vehicle requires a Goods Vehicle Operator’s Licence issued by DfI under the Goods Vehicles (Licensing of Operators) Act (Northern Ireland) 2010. This is Northern Ireland’s own statute, which mirrors the Great Britain regime but is a separate piece of legislation, not a regional administration of the GB Act. Where a mover subcontracts the transport, the carrier’s own licence covers the transport it performs, and the mover uses carriers that hold it.
- Correct Licence Type
- Standard National (minimum). As in Great Britain, a Restricted licence only covers carrying your own goods; movers carrying customers’ goods for payment in their own vehicles need Standard National (UK-wide hire and reward) or Standard International (also covering journeys throughout Europe).
- Qualifying Conditions
- Good repute, financial standing, suitable vehicle maintenance arrangements, and (for Standard licences) a qualified Transport Manager holding a Certificate of Professional Competence (CPC) in Road Haulage Operations.
- Operating Centre
- Required for a licence holder. A suitable off-road operating centre for parking vehicles is required for any licence type.
- Application Advertising
- Required for a licence application. The application must be advertised in a local newspaper serving the operating centre area, appearing between 21 days before and 21 days after the Department receives the application.
- Consumer Contract Rules
- Yes. Moving contracts with consumers are subject to the Consumer Rights Act 2015, which applies UK-wide, including Northern Ireland, enforced through Trading Standards.
- Industry Association
- Yes. The British Association of Removers (BAR) is a UK-wide trade association for the moving industry. BAR members in Northern Ireland follow the same CTSI-approved Code of Practice and Furniture & Home Improvement Ombudsman (FHIO) process as members in Great Britain. Membership is voluntary and is not a legal requirement or a substitute for the operator’s licence.
- Application Fees
- Confirm the current DfI/TRU fee schedule before publishing: fees are set separately from DVSA’s GB schedule under Northern Ireland’s own fees regulations.
OverviewOverview & Scope
Northern Ireland does not issue a moving-industry-specific licence, and its operator licensing framework, while closely mirroring Great Britain’s, runs on entirely separate legislation. The Goods Vehicles (Licensing of Operators) Act (Northern Ireland) 2010, together with regulations made under it, implements the same EU rules on road transport operators (Regulation (EC) 1071/2009) that GB implements separately, but Northern Ireland’s practice guidance applies only to NI-based operators, and appeal decisions can diverge from GB precedent where the legislation differs materially. As in Great Britain, a mover carrying customers’ goods for payment in its own vehicles needs at least a Standard National licence, issued here by the Department for Infrastructure through the Transport Regulation Unit rather than DVSA. Where a mover subcontracts the transport, the carrier’s own licence covers the transport it performs. Separately, the Consumer Rights Act 2015 applies across the whole of the UK, so the consumer-facing side of a move is governed by the same statute as in Great Britain, enforced through Trading Standards.
RegistrationRegistration & Compliance Essentials
Company licensing (where the mover operates its own goods vehicles)
- Determine the correct licence type: Standard National at minimum for hire-and-reward work within the UK, or Standard International if also carrying goods throughout Europe.
- Satisfy the qualifying conditions: demonstrate good repute, provide original evidence of financial standing, show suitable vehicle maintenance arrangements, and, for Standard licences, appoint a Transport Manager holding a CPC in Road Haulage Operations (or an equivalent qualification or exemption).
- Secure a suitable off-road operating centre for parking vehicles before applying.
- Advertise the application in a local newspaper serving the operating centre area, timed to appear between 21 days before and 21 days after the Department receives the application.
- Apply to the Department for Infrastructure through the appropriate NI application channel, not DVSA’s GB system, since Northern Ireland administers its own licensing separately.
- Maintain financial standing and vehicle maintenance arrangements on an ongoing basis, not just at application.
Subcontracted transport
- Where transport is subcontracted, use carriers that hold the licences required for the transport they perform.
Customer practices
- Provide contracts and estimates that comply with the Consumer Rights Act 2015, the same UK-wide statute that applies in Great Britain.
