International: Romania
The same ARR Community licence used for domestic moves covers international road moves within the EU. Moves to some non-EU countries need extra permits, and work done inside other EU countries follows EU cabotage and driver-posting rules.
Regulated byThe Community licence under EU Regulation (EC) No 1072/2009 and OG No. 27/2011, issued by the Romanian Road Authority (ARR) with a certified copy for each vehicle; driver attestations for drivers who are not EU nationals; EU cabotage limits and driver-posting declarations under the 2020 EU Mobility Package; ECMT (CEMT) multilateral licences and bilateral road transport authorisations for certain non-EU countries; the ARR intermediation licence for movers that sell international transport performed by other carriers

- Community Licence for International Road Moves
- Yes
- Required where applicable. Carriage of goods for hire between EU member states, and the EU leg of carriage to or from non-EU countries, is carried out under a Community licence, the EU-format road haulage licence issued by the member state where the company is established. In Romania this is the same licence the ARR issues for domestic carriage for hire, valid for 10 years, with a certified copy carried on board each vehicle. A Romanian mover that already holds it for domestic work does not need a second licence for international EU moves. The licence attaches to whichever company operates the vehicles.
- Driver Attestation
- Required where applicable. If a driver who is not a national of an EU member state drives a vehicle under a Romanian Community licence, the ARR issues a driver attestation confirming the driver is lawfully employed. The attestation is valid for up to five years and cannot outlast the driver’s fixed-term employment contract or the company’s licence.
- Cabotage in Other EU Countries
- Limited. Cabotage means domestic moves carried out inside another EU country by a carrier based elsewhere. Under EU rules applicable since 21 February 2022, a carrier may perform a limited number of cabotage operations after an international delivery, within seven days, and must then wait four days before carrying out cabotage with the same vehicle in the same country. A Romanian mover that collects and delivers household goods within another EU country must stay within these limits.
- Driver Posting Declarations
- Required where applicable. Since 2 February 2022, drivers carrying out cabotage or cross-trade operations (moves between two countries other than the carrier’s home country) are generally treated as posted workers in the host country. The carrier must submit a posting declaration through the EU posting portal at the latest at the start of the posting, and apply the host country’s pay rules for that work. Simple moves between Romania and another country are generally not treated as posting.
- Moves to or through Non-EU Countries
- Permits may be required. Road moves to or through countries outside the EU may need an ECMT (CEMT) multilateral licence, a quota permit valid across the member countries of the International Transport Forum, or a bilateral road transport authorisation under an agreement between Romania, or the EU, and the country concerned. The ARR publishes the annual allocation rules and eligible-operator lists for ECMT licences. Requirements vary by country and change with each agreement; confirm with the ARR before quoting a road move to a non-EU destination.
- Intermediation Licence for International Moves
- Required where applicable. OG 27/2011 defines intermediation in road goods transport as taking national or international transport orders and having them performed, in the intermediary’s own name, by one or more transport operators. A mover that sells an international road move and has another company perform it may need the ARR intermediation licence.
- Multimodal or Freight Forwarder Registration
- None found. No separate Romanian registration for multimodal transport operators or freight forwarders, beyond the intermediation licence above, was identified in this research.
- Insurance
- No international insurance requirement beyond the domestic compulsory motor insurance (for movers operating their own vehicles) was identified in this research. Customers should ask what protection, if any, is offered for their goods. The international road carriage convention (CMR) excludes removals, so a mover’s liability on an international household move depends on the contract and the law that governs it rather than on CMR limits.
OverviewOverview & Scope
A household goods mover operating only within Romania needs the licence and other domestic requirements on the Romania page. Because Romania already uses the Community licence for domestic carriage for hire, an international move within the EU adds no new core licence. What changes is the set of EU rules that apply once a truck leaves Romania. Drivers who are not EU nationals need an ARR driver attestation. Domestic moves inside another EU country count as cabotage and are capped, and that work, along with moves between two other countries, usually triggers posting declarations for the drivers. Moves to non-EU countries, such as Moldova, Ukraine, Serbia, or Türkiye, may require ECMT licences or bilateral authorisations, depending on the destination and the agreements in force. These operating rules attach to the company operating the vehicles. Where a mover subcontracts the road transport, the carrier’s own licence, attestations, declarations and permits cover the transport it performs, and the mover uses carriers that hold them. A mover that has international transport performed by other operators in its own name may need the ARR intermediation licence.
RegistrationRegistration & Compliance Essentials
Movers that carry goods across borders in their own vehicles must:
- Hold an ARR Community licence, with a certified copy for each vehicle.
- Obtain an ARR driver attestation for every driver who is not an EU national driving under the company’s licence.
- Keep cabotage within the EU limits when collecting and delivering inside another EU country.
- Submit driver posting declarations through the EU posting portal for cabotage and cross-trade work, and apply the host country’s pay rules.
- For road moves to or through non-EU countries, hold the required ECMT licence or bilateral authorisation where one is needed for the destination.
Movers that have international transport performed by other operators must:
- If the transport is performed by other operators in the company’s own name, hold an ARR intermediation licence.
- Use carriers that hold the licences required for the transport they perform.
