Haryana

Business, carrier and GST registration as covered on the India page, plus Haryana permit and road tax rules for the company operating each goods vehicle; Gurgaon operations sit inside the Delhi-NCR region and share some of Delhi’s restrictions

Regulated byBusiness, Carriage by Road Act and GST registration as covered on the India page; vehicle permits and registration issued by Haryana Regional Transport Offices (RTOs) (Gurgaon has HR-26 North, HR-55 for commercial vehicles, HR-72 South, and HR-98 for the Badshahpur sub-office) under the national Motor Vehicles Act, 1988, headed by the State Transport Commissioner in Chandigarh; NCR-wide vehicle age restrictions enforced under National Green Tribunal (NGT) and Supreme Court directions; consumer protection under the national Consumer Protection Act, 2019

At a glanceRequirements at a glance

State Permit or National Permit: Required Where Applicable
Yes
Yes, for the company operating each goods vehicle. A Haryana-issued State Permit covers operation within Haryana. Operation across state lines needs a National Permit, issued by the home-state (Haryana) authority and valid throughout India.
Gurgaon Has a Dedicated Commercial Vehicle RTO
Yes. Gurgaon splits its RTO functions geographically and by vehicle type: HR-26 (North), HR-72 (South) and HR-98 (Badshahpur), plus HR-55 for commercial vehicles. A mover registering trucks in Gurgaon deals mainly with HR-55.
NCR-Wide Vehicle Age Limits
Yes. Gurgaon is in the Delhi-NCR region, where the NGT and Supreme Court restrictions on the Delhi page apply: diesel vehicles over 10 years old and petrol vehicles over 15 years old cannot continue to operate and must be de-registered, moved out of the NCR with a No Objection Certificate (NOC), or scrapped.
NCR and Other-State Tax Treatment Differ
Yes. Haryana’s road tax payment system has separate tracks for “Vehicle Tax Collection (NCR)” and “Vehicle Tax Collection (Other State)”, so a vehicle’s NCR status affects how it is taxed when entering Haryana.
Reciprocal NCR Tax Exemption: Confirmed for Passenger Vehicles, Unclear for Goods Vehicles
Uncertain for movers. Haryana has granted a motor vehicle tax exemption for auto-rickshaws and taxis from other NCR states (Delhi, Uttar Pradesh, Rajasthan) under the NCR reciprocal common transport agreement. Whether an equivalent exemption applies to goods carriages has not been confirmed and should be checked directly.
Road Tax Basis
To be confirmed for goods vehicles. Haryana generally charges road tax once, at registration, based on ex-showroom price and vehicle type. Haryana Transport lists a separate “Goods Vehicles Tax” category, so goods carriages may follow their own schedule; confirm directly.
Inter-State Vehicle Transfer Timeline
Available sources indicate up to about 45 days. A vehicle transferred into Gurgaon from another state needs a No Objection Certificate from the origin state before re-registration.
Fitness Certificate
Yes, for each transport vehicle. Keep it valid and renew it when due (see the India page for the testing interval).
Consumer Protection
National framework. The Consumer Protection Act, 2019 applies as it does nationally, with Haryana’s District and State Consumer Disputes Redressal Commissions handling local cases.

OverviewOverview & Scope

Haryana administers its own goods vehicle permitting and taxation on top of the national Motor Vehicles Act framework covered on the India page, headed statewide by the Transport Commissioner in Chandigarh. For a Gurgaon-based mover, Haryana’s rules are only part of the picture: Gurgaon is inside the Delhi-NCR region and shares the NGT and Supreme Court vehicle age restrictions on the Delhi page, so a diesel truck over 10 years old cannot continue operating here any more than in Delhi. Haryana’s tax system reflects this, with separate NCR and non-NCR tax categories. One open question remains: Haryana has confirmed a reciprocal tax exemption for autos and taxis under an NCR-wide agreement, but whether it extends to goods carriages has not been confirmed. These obligations sit with the company operating each vehicle; where a mover subcontracts the trucking, the carrier’s own permits and vehicle documents cover the vehicle, and the mover uses carriers that hold them. The mover remains responsible for its own registration as a common carrier where its business falls within that definition (see the India page).

RegistrationRegistration & Compliance Essentials

Where transport is subcontracted, movers must use carriers that hold the licences and permits required for the transport they perform. Where a mover operates its own goods vehicles in Haryana, it must:

  1. Hold the correct permit for each goods vehicle: a Haryana State Permit for work within the state, or a National Permit for work across states.
  2. Register commercial vehicles through the correct RTO (HR-55 for commercial vehicles in Gurgaon).
  3. Keep vehicles within the NCR-wide age limits: 10 years for diesel, 15 years for petrol.
  4. Pay road tax on the correct track (NCR or other-state) and schedule.
  5. Keep each vehicle’s fitness certificate valid, renewing when due.
  6. Obtain a No Objection Certificate from the origin state and re-register any vehicle transferred into Haryana from another state.
  7. Retain permit, registration, tax, NOC/transfer and fitness records for the periods the law requires.

Two points remain open and should be confirmed directly with Haryana Transport: whether the NCR reciprocal tax exemption extends to goods carriages, and which Goods Vehicles Tax schedule applies.
