No Mandatory Government Removalist Licence
No
Correct. Consistent with the rest of Australia, the ACT has no government-issued removalist licence.
HVNL Applies, Administered Through Access Canberra
Yes, where heavy vehicles are used. The ACT is one of the six HVNL jurisdictions. Access Canberra administers heavy vehicle registration for the company operating the vehicles.
Biennial Inspection
Yes, where the mover operates its own heavy vehicles. Heavy vehicle inspections at Access Canberra’s Motor Vehicle Inspection Station (MVIS) are required every 2 years.
Motor Accident Injuries (MAI) Scheme
Yes, where the mover operates its own vehicles. Vehicle registration in the ACT includes selecting insurance under the MAI Scheme, which insures against injuries from motor vehicle accidents, as part of the standard registration process.
Consumer Complaints
Access Canberra. The ACT’s consumer protection function is integrated within Access Canberra itself, rather than a separate standalone agency, handling local Australian Consumer Law enforcement and complaints.

OverviewOverview & Scope

The ACT is one of the six jurisdictions where the national Heavy Vehicle National Law applies, so the underlying substantive framework matches the Australia page. Access Canberra administers heavy vehicle registration, requiring biennial inspections at its Motor Vehicle Inspection Station. Registration also incorporates the Motor Accident Injuries Scheme directly. These vehicle obligations attach to the company operating the vehicles; where a mover subcontracts transport, the carrier’s own registration, inspection and insurance cover the transport it performs. Unlike most other jurisdictions, the ACT doesn’t have a separately named consumer affairs body: Access Canberra itself handles both vehicle registration and the territory’s Australian Consumer Law enforcement function.

RegistrationRegistration & Compliance Essentials

Company registration

  1. Hold an ABN and register for GST once GST turnover reaches $75,000 a year, as covered on the Australia page.

Vehicles and drivers (where the mover operates its own vehicles)

  1. Register heavy vehicles through Access Canberra.
  2. Complete biennial inspections at Access Canberra’s Motor Vehicle Inspection Station.
  3. Maintain MAI Scheme insurance as part of ongoing vehicle registration.
  4. Comply with HVNL Chain of Responsibility obligations, as covered on the Australia page (this can also apply to a mover that loads or schedules a heavy vehicle it does not operate).

Subcontracted transport

  1. Where transport is subcontracted, use carriers that hold the licences required for the transport they perform.

Customer practices

  1. Ensure contracts and marketing comply with the Australian Consumer Law, with complaints handled through Access Canberra.
