Know the Rules for Your Move in Russia
General domestic goods transport does not require a specific operating license, but a new (2026) mandatory registry now applies to any company organizing transport as a freight forwarder.
Before you rely on this
Under current Russian law, a specific transport operating license is required only for dangerous-goods transport (issued by Rostransnadzor). Ordinary domestic goods transport, including household moving, does not require this kind of license. However, a new requirement took effect on 1 March 2026: any company organizing transport under a forwarding contract (экспедитор), meaning arranging carriage, concluding contracts with carriers, and handling shipment documentation, must register in a new national notification registry on the “GosLog” digital platform. Always confirm current requirements directly before hiring a mover.
What kind of question is it?
No specific operating license for general goods transport, but registration is required for freight-forwarding activity, effective 2026.

The freight forwarder registry in particular is a very recent requirement, still being phased in as of 2026.
