Know the Rules for Your Move in Malaysia
Peninsular Malaysia and East Malaysia (Sabah/Sarawak) run separate licensing systems under different regulators.
Before you rely on this
Malaysia does not license goods carriers through a single national body. In Peninsular Malaysia, the Agensi Pengangkutan Awam Darat (APAD) issues the Goods Vehicle Permit (Carrier Permit A) under the Land Public Transport Act 2010. In Sabah and Sarawak, this falls instead to each state’s own Commercial Vehicle Licensing Board (Lembaga Pelesenan Kenderaan Perdagangan, LPKP), under the older Commercial Vehicles Licensing Board Act 1987. That is a separate statute and regulator, not a regional office of APAD. This page presents the general pattern; jurisdiction-specific detail (Peninsular vs. Sabah vs. Sarawak) hasn’t yet been built out. Always confirm current requirements directly before hiring a mover.
