Know the Rules for Your Move in Croatia
A two-tier licensing structure: the domestic licence is issued at the county level, while the international Community Licence is issued directly by the national Ministry.
Before you rely on this
Croatia licenses commercial goods transport under the standard EU Regulation 1071/2009 framework, with a jurisdictional split: the domestic-only cargo transport licence is issued by the relevant county (or the City of Zagreb) administrative body, while the Community Licence for international transport is issued directly by the Ministry of Maritime Affairs, Transport and Infrastructure (Ministarstvo mora, prometa i infrastrukture, MMPI). Both licences are held by the company that operates the vehicles; where a mover subcontracts transport, the carrier’s own licence covers it. Always confirm current requirements directly before hiring a mover.
