Under the Highway Act, a company that carries goods by truck for payment must be approved as a “truck freight business” (汽車貨運業) and hold an operating licence before it starts work. Taiwan’s licensing rules include a specific tier for companies that handle only household moves, and the Ministry of Transportation and Communications (MOTC) has published mandatory terms for moving contracts.
