Rwanda regulates the business of carrying goods by road through the Rwanda Utilities Regulatory Authority (RURA), the national regulator for transport and other public services. A company that carries goods as a business needs a RURA licence for transport of goods, and its trucks must pass regular technical inspection by the Rwanda National Police and carry compulsory motor insurance. Rwanda has no removal-specific law, so a mover’s liability for your goods depends mainly on your contract. Consumer complaints can go to RURA (for transport services) or to the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA). Always confirm current requirements directly before hiring a mover.
