Know the Rules for Your Move in Norway

A transport licence from the Norwegian Public Roads Administration, issued under the Professional Transport Act and EU road transport rules that apply in Norway through the European Economic Area (EEA) Agreement.

Before you rely on this

Norway is not a member of the European Union, but it is part of the European Economic Area (EEA), so the EU rules on access to the road haulage profession and market apply in Norway. Any company that carries goods by motor vehicle for payment needs a transport licence (løyve) from the Norwegian Public Roads Administration (Statens vegvesen). Since 1 January 2025, the licence for goods transport is a community licence (fellesskapsløyve), which covers both domestic moves and moves to other EEA countries. Norway has no removal-specific contract law, so the terms of a household move are largely set by the contract. Always confirm current requirements directly before hiring a mover.
