Cambodia licenses road transport of goods at two levels. The company that operates the trucks needs a transport business licence from the Ministry of Public Works and Transport (MPWT), and each truck or trailer it uses needs its own MPWT transport licence. No foreign ownership limit specific to road freight was identified. Trucks used for road moves across Cambodia’s land borders also need a cross-border permit under the agreement that applies to the route. Where a mover subcontracts the trucking, these licences and permits attach to the carrier operating the trucks. Always confirm current requirements directly before hiring a mover.
