International: Norway
The community licence a Norwegian mover already needs for domestic work also covers road moves between European Economic Area countries. Road moves to or through countries outside the EEA need additional permits.
Regulated byA community licence (fellesskapsløyve) issued by the Norwegian Public Roads Administration (Statens vegvesen) under the Professional Transport Act (yrkestransportlova) and Regulation (EC) No 1072/2009, which applies in Norway through the European Economic Area (EEA) Agreement, for road transport between EEA countries; ECMT permits (including removal permits) and single-trip permits for road transport to or through countries outside the EEA; driver attestations (førerattest) for drivers from outside the EEA; cabotage limits under Regulation (EC) No 1072/2009

- Community Licence for EEA Road Moves
- Yes
- Required for the company operating the vehicles. Unlike some EU countries, Norway does not issue a separate international licence on top of a national one. Since 1 January 2025, every Norwegian goods licence is a community licence, usable for both domestic transport and road transport between EEA countries. Under Regulation (EC) No 1072/2009, community licences are issued for renewable periods of up to 10 years, and a certified true copy must be kept in each vehicle.
- Permits for Countries Outside the EEA
- Required where applicable. For road moves to or through countries outside the EEA, the operator needs a permit that the route requires:
- ECMT permits: multilateral permits under the European Conference of Ministers of Transport system, now run by the International Transport Forum (ITF). Statens vegvesen allocates Norway’s limited quota for one calendar year at a time, to companies that already hold a goods licence. It offers both annual permits and removal permits. Some permits are not valid in certain countries, so applicants list their planned destinations.
- Single-trip permits (enkeltturtillatelser): Statens vegvesen issues these for transport to countries outside the EEA on application.
- Driver Attestation for Non-EEA Drivers
- Required where applicable. A company carrying out international goods transport with a driver from outside the EEA who lacks permanent residence in an EU or EEA state needs a driver attestation (førerattest). The company must hold a community licence, and the driver must be employed under Norwegian working conditions and hold valid EU or EEA professional driver competence.
- Cabotage Limits
- Apply to foreign operators in Norway and Norwegian operators in other EEA countries. Cabotage means domestic transport inside a country by an operator based in another country. After unloading an incoming international load, an EEA operator may carry out up to three cabotage operations with the same vehicle within seven days, then must wait four days before carrying out cabotage in that country again. Each operation must be documented. Operators from outside the EEA may carry out cabotage in Norway only if there are special reasons.
- Liability Terms for International Moves
- Set by contract. The Convention on the Contract for the International Carriage of Goods by Road (CMR), which governs liability for most international road freight, does not apply to furniture removals, and no Norwegian statute fills that gap. Customers should check that the contract states the mover’s liability limits, claims deadlines, and valuables terms clearly.
- Freight Forwarding or Multimodal Registration
- None found. Available sources do not indicate a separate Norwegian licence or registration for freight forwarders or multimodal transport operators.
- Insurance
- Compulsory motor liability insurance continues to apply to each vehicle (see the Norway page). No Norwegian rule requiring movers to insure customers’ goods on international moves was identified; customers should ask what protection, if any, is offered.
OverviewOverview & Scope
A household goods mover operating only within Norway needs the community licence and other domestic requirements on the Norway page. Because Norway now issues only community licences for goods transport, the same licence also covers road moves between Norway and other EEA countries, including Sweden and Finland. International moves add a permit layer only where the route leaves the EEA: ECMT permits, including removal permits, or single-trip permits from Statens vegvesen. Like the domestic licence, these permits attach to the company operating the vehicles. Where a mover subcontracts the road leg, or ships by sea or air, the carrier’s own licences and permits cover the transport it performs, and the mover should use carriers that hold them. Cabotage limits apply when operators perform domestic moves inside another country. No separate Norwegian registration for freight forwarders or multimodal operators was found.
RegistrationRegistration & Compliance Essentials
Movers that carry goods on international road moves in their own vehicles must:
- Hold a Norwegian community licence (see the Norway page).
- Keep a certified true copy of the licence in each vehicle used on international moves.
- For road moves to or through countries outside the EEA, obtain the ECMT (including removal) or single-trip permit the route requires.
- Obtain driver attestations for any drivers from outside the EEA employed on international road moves.
- Observe and document cabotage limits when performing domestic moves inside another country.
Movers that subcontract the road leg, or ship by sea or air, must:
- Use carriers that hold the licences required for the transport they perform.
