Licensing & Compliance/United Arab Emirates

Know the Rules for Your Move in the United Arab Emirates

Requirements depend on the emirate where the mover is licensed and operates, and, for the contract itself, on a federal consumer protection law that applies across the country.

Before you rely on this

The UAE is a federation of seven emirates. IAMTrusted currently covers Dubai, Abu Dhabi and Sharjah. Each licenses moving companies through its own economic department and regulates goods vehicles through its own transport authority. Household goods moving is a consumer-facing service delivered on the mainland (the area outside the free zones), so mainland licensing is the practical path; a company licensed only in a free zone generally needs a mainland branch or permit before serving mainland consumers. The federal consumer protection law applies to services inside the UAE, including the free zones. The financial free zones, the Dubai International Financial Centre (DIFC) and Abu Dhabi Global Market (ADGM), have their own civil and commercial laws, so a customer contracting with a company licensed there should check which rules apply. Always confirm current requirements directly before hiring a mover.

What kind of question is it?

Business licensing (trade licence)

Issued by each emirate’s economic department for mainland operation: the relevant path for a door-to-door household goods mover.

Vehicle operating authority

Separate permits from the emirate’s transport authority (for example, Dubai’s RTA or Abu Dhabi Mobility), which apply to the company that operates the vehicles. The rules differ by emirate and can cover the company, each vehicle and each driver. Where a mover subcontracts transport, the carrier’s own permits cover that transport.

International moves

What a UAE mover itself must hold for international relocations, beyond its domestic licences and permits. Customs procedures are covered separately in Country Guides.
