Licencia comunitaria required for EU/EEA/Swiss road routes where the mover operates its own vehicles, with a specific CEMT authorization category for moving companies operating further afield; CMR excludes furniture removal from its scope, so domestic Ley 15/2009 liability continues to apply

Regulated byLicencia comunitaria issued by the Dirección General de Transporte por Carretera under EU Regulation 1072/2009, valid 10 years; MUDANZAS CEMT authorizations available specifically for moving companies without the quota restrictions applied to general CEMT freight permits; bilateral road transport agreements with 15 non-EU countries; the CMR Convention, which Spain has ratified (including its electronic form, e-CMR), explicitly excludes furniture removal from its scope, so domestic Ley 15/2009 liability continues to apply to genuine household-goods moves

At a glanceRequirements at a glance

Licencia Comunitaria Required for EU/EEA/Swiss Routes
Yes
Yes, where the mover operates its own vehicles on those routes. A domestic-only tarjeta de transporte doesn’t cover international road transport. A licencia comunitaria is required for hire-and-reward road transport within the EU member states, Iceland, Norway and Liechtenstein (EEA), and Switzerland, issued under EU Regulation 1072/2009 with a 10-year validity. Where a mover subcontracts the international road leg, the carrier’s own licence covers the transport it performs.
A Moving-Specific International Permit Category: MUDANZAS CEMT
Yes, where the mover operates its own vehicles beyond the EU/EEA/Switzerland. For international road transport beyond that zone, general freight carriers need a quota-limited CEMT authorization. Moving companies are treated differently: MUDANZAS CEMT authorizations exist as their own category, not subject to the quota restrictions applied to general CEMT freight permits.
15 Bilateral Agreements with Non-EU Third Countries
Where applicable. Spain maintains bilateral road transport agreements with 15 countries outside the EU, each governing quota-based authorizations for transport to, from, or in transit through that specific country. A mover operating its own vehicles on routes to relevant non-EU destinations (Morocco is a commonly cited example given geographic proximity) should confirm whether a bilateral authorization applies.
Spain and the e-CMR Protocol
Spain is a party to the electronic CMR protocol, which is operational for intra-EU road transport for the general freight shipments CMR actually covers. This doesn’t change CMR’s scope; see below.
Domestic Ley 15/2009 Liability Continues to Apply: CMR Does Not Cover Furniture Removal
Yes. CMR generally governs international road carriage in the EU, but Article 1(4)(c) of the Convention explicitly excludes furniture removal from its scope, as confirmed in the Convention’s own text and by UNIDROIT (its custodian body). This holds regardless of Spain’s e-CMR ratification, since that ratification concerns the form of the consignment note, not the Convention’s underlying scope. A genuine international household-goods move does not automatically fall under CMR liability terms; Spain’s domestic Ley 15/2009 framework continues to apply by default.

OverviewOverview & Scope

International road relocations involving Spain require a licencia comunitaria, on top of the domestic tarjeta de transporte covered on the Spain page, for a mover that operates its own vehicles into the EU, EEA or Switzerland. It is issued with a 10-year validity. Beyond that zone, general freight carriers face CEMT’s usual quota system, but moving companies have their own quota-free authorization category (MUDANZAS CEMT). For destinations outside the EU/EEA/Switzerland/CEMT framework, Spain’s 15 bilateral road transport agreements with individual non-EU countries provide the relevant quota-based authorization.

These road-transport authorizations attach to whichever company operates the vehicles. Where a mover subcontracts the international leg, the carrier’s own authorizations cover the transport it performs, and the mover should use carriers that hold them.

On liability, domestic Ley 15/2009 continues to apply by default to genuine international furniture-removal moves, since CMR explicitly excludes furniture removal from its scope. Spain’s ratification of CMR and its electronic form (e-CMR) is a fact about Spain’s transport system generally but doesn’t change which liability regime applies to a household move.

RegistrationRegistration & Compliance Essentials

Company licensing (where the mover operates its own vehicles internationally)

  1. Obtain a licencia comunitaria for road transport into the EU, EEA or Switzerland, renewing before the 10-year term expires.
  2. Apply for MUDANZAS CEMT authorization, rather than a general CEMT freight permit, when operating as a moving company beyond the EU/EEA/Switzerland zone, confirming this category applies to the intended route.
  3. Hold the bilateral authorization required for routes to any of Spain’s 15 non-EU treaty-partner countries where one applies.

Subcontracted transport

  1. Where transport is subcontracted, use carriers that hold the licences required for the transport they perform.

Customer practices

  1. Apply domestic Ley 15/2009 liability terms to genuine international furniture-removal moves where Spanish law governs the contract, given CMR’s furniture-removal exclusion; do not assume CMR governs simply because Spain has ratified e-CMR.

International
A licencia comunitaria for EU/EEA/Swiss routes and a quota-free CEMT authorization category specifically for moving companies, where the mover operates its own vehicles across borders.
